Transit Planning
At the request of transit service providers, Commission staff regularly prepare short-range transit plans for the Region’s transit systems. These plans refine and detail regional transit recommendations in VISION 2050, the long-range land use and transportation plan.
These sub-regional plans typically provide a five-year program of changes and improvements to the services provided by transit agencies. More specifically, the plans serve the following four major purposes:
- Evaluate the performance of the existing transit system, including the system’s effectiveness and financial performance
- Identify residents’ unmet transit service needs
- Design and evaluate transit system improvement alternatives that address identified service problems and deficiencies
- Recommend a five-year plan of operating and capital improvements

Transit Studies
The Commission is frequently asked to assist in more detailed studies for transit systems or new and emerging transit modes and technologies. Recent efforts Commission staff has assisted with include:
- Two bus rapid transit corridor studies in Milwaukee County
- Transit enhancement study along the Bluemound Road corridor in Waukesha County
- FlexRide Milwaukee microtransit pilot program
- Studies related to commuter bus services in Washington and Ozaukee Counties
- FTA compliance assistance, including Transit Asset Management Plans
