TAP Program
The Federal Highway Administration (FHWA) Transportation Alternatives program (TAP) provides flexible funding that may be used by States local units of government, and nonprofits for pedestrian and bicycle facilities, recreational trails, Safe Routes to School projects, road safety assessments, community improvements such as historic preservation and vegetation management, and environmental mitigation related to stormwater and habitat connectivity.
Within transportation management areas (TMA)—urban areas > 200,000 population, which includes the Milwaukee and Round Lake Beach Urbanized Areas—federal law provides a dedicated suballocation of funding and directs the Commission, as the MPO, to lead the selection of projects to utilize those funds. The TAP-MUA and TAP-RLB project prioritization and selection processes are guided by the Milwaukee and Round Lake Beach TIP Committees respectively.
Funding Eligibility
TAP funding is available to eligible transportation enhancement projects, recreational trail projects, safe routes to school projects, and projects involving the Planning, designing, or constructing boulevards and other roadways largely within former Interstate System routes or other divided highways.
Recap of the FFY 2027-2028 TAP-MUA Selection Process
The State’s application period for TAP funding for federal fiscal years 2027 and 2028 closed on October 27, 2023. Commission staff reviewed the applications and prepared a preliminary set of recommended projects (memo) for the Milwaukee TIP Committee to consider at their March 4, 2024 meeting. The Committee accepted the project award recommendations of the Commission staff.
Next Application Period
The next project solicitation for FFY 2029 and 2030 TAP funding is expected to occur in 2025. Information will be provided here and on the WisDOT TAP page as it becomes available.
