Overview
The update to the Village of Mount Pleasant's 2030 Master Bicycle Plan is intended to provide policy and infrastructure recommendations to better accommodate bicycle and pedestrian travel in the Village. The plan update will recommend bicycle and pedestrian facilities in the Village that, when built, will create a well-connected bicycle and pedestrian network with links to surrounding communities.
The plan update will also identify strategies to encourage more walking and biking trips and policies to guide the development of “complete streets,” or streets that are designed to meet the mobility needs of all users. Upon adoption, this update and its recommendations will be incorporated into the Village’s comprehensive plan. The plan update is estimated to be completed in Summer/Fall 2025.
Draft Plan Sections
The first two sections of the plan update are available below. Additional sections will be posted on this webpage as they become available.
- Section 1 provides an introduction and overview of the plan update, including the purpose and need for the plan, the role of the Advisory Committee, public participation activities throughout the plan update, and a general summary of each section of the plan.
- Section 2 provides an inventory of existing on-street and off-street bicycle facilities and sidewalks in the Village, a summary of existing land use and employment patterns and their spatial relationships to bicycle and pedestrian facilities, bicycle and pedestrian connections to the RYDE Racine transit system, existing trail and non-motorized count data, an assessment of crashes involving bicyclists and pedestrians, and a gap analysis of the bicycle and pedestrian network.

Advisory Committee
The Village organized an advisory committee consisting of staff from local, State, and regional governments and trail advocates from other agencies to provide guidance throughout the development of this plan. The advisory committee will serve as a forum for discussion and review and is tasked with reviewing the project deliverables at key phases of the plan development.
The first advisory committee meeting was held on April 3, 2024, to review Sections 1 and 2 of the plan update.
Public Involvement
Public involvement and participation are critical for the success of this plan. In Spring 2024 a public survey was made available seeking input on current bicycle and pedestrian usage, perceptions of safety, and factors that influence decisions to walk or bike. Commission staff is currently reviewing and analyzing the responses to the survey to assist with development of goals and policies that will outline actions for improving walking and biking.
Public meetings will also be held at key phases of the plan to further gather public comment and feedback. The first public information meeting was held on April 18, 2024, to obtain feedback on Sections 1 and 2 and inform residents about the plan. The second public information meeting is tentatively scheduled for Fall 2024.
